Yes - Chinese has an official language status in both ICAO and UN, but No - Chinese and many other languages are not ICAO or VATSIM recommended (or required) language for aviation radio communication use. However English is, for many technical reasons.

And of course, as an international organization like ICAO, it has no actual control of the Chinese aviation authority, and no mandatory executive power as well.

Also as an alternative info source, VATPRC has kindly provided the inbound route for Hong Kong. May the HK VACC controllers and staff from VATSEA Division won't have some words to say about that.
